    Those of you that are interested in saving the old Braniff building at Love Field, there is a snafu. Below is the contact information for Adam Medrano, Dallas City Manager. Please cc his assistant Monica Huerta. Simply state that you are a former Braniff employee or BPG member and would prefer that the plan for the restoration of the Braniff Operations and Maintenance Base at Dallas Love Field be awarded to Flying Crown Land Group. You feel that they have a highly comprehensive plan that will specifically address the historic Braniff roots of the property. You can also call Mr. Medrano’s office and voice your support for Mr. Birch’s plan:

    Aloha from the Big Island/Hawaii! where my husband and I have a little Ohana attached to our daughter and son-in-law’s home. We live here part time and in S AZ.I am part of the large graduating class of 1955. I’m looking for my roommates Judy Lacroix( and Marsha Spence. Judy lived in Texas for a long time . I believe she has a son son living in Reno. I believe Marsha was from Lawrence Kansas. I flew out of MPLS and Dallas. It would be wonderful to reconnect with them. Grateful for any help.

    “Once again, I realize that this is very short notice but a number of critical and important developments concerning the Braniff 7701 Project developed again today. The Braniff 7701 Project has again been placed on the the agenda for the Economic Development Council Meeting for this coming Monday, June 1, 2015. Im sure you remember that a similar attempt was attempted just two weeks ago and thanks to your overwhelming response the item was removed from the agenda with the caveat that it might be heard at the June 1, meeting which it will be according to the agenda released today.

    As you know, we were highly successful in causing the item to be removed from the agenda two weeks ago which was a direct result of you voicing your opinion to the committee members. Again, I ask that you send the same email again to the meeting members. Let’s make sure that their emails are full of your opinions on Monday morning. You are more than welcome to resend the same email that you sent two weeks ago.

    If in the event the item were to be approved to move forward by the Economic Development Council on Monday, it will then be placed on the next City Council Agenda for final approval of the Braniff Centre, LP. (formerly Reed Group) plan. While there is sufficient support to defeat the proposal at the council meeting it would be better if it were to be defeated at this Monday’s meeting instead. Below is an overview of what has occurred in regards to the project over the last few weeks. Also below is an example statement that you can use when writing to the committee members whose emails are listed below:

    PLEASE PLEASE PLEASE write or email the Council Members TODAY – all of them, if possible:

    “I DO NOT support the current Braniff Centre (Reed Group) Plan and that you feel that this large scale project should be placed for bids from other developers (it was never placed for others to bid).”

    Email from the last effort:

    On Monday, May 11, 2015, a hearing was held in Federal Court concerning Flying Crown Land Group’s lawsuit against the Reed Group for their alleged theft of Flying Crown’s intellectual property. The hearing was specifically held for the judge to determine if an injunction should be placed to prevent the Reed Group from moving forward with their plans for Braniff 7701 (now called Braniff Centre, LP).

    The judge ruled against Flying Crown Land Group and the injunction was denied. However, the judge determined that the case does have merit and that it should move forward to Discovery. The Reed Group and the Director of Aviation have chosen to take this simple ruling as an indication that the suit will be dismissed and further chosen to ignore the judge’s statement that the case has merit. As a consequence, late this past Friday afternoon near the close of business, a memo was issued to the Economic Development Council members that they would be hearing the Braniff Centre, LP, lease proposal for Braniff 7701 Monday, May 18, 2015.

    If you remember, the Economic Development Committee first heard the Reed Group’s first proposal and approved it in January 2015. However, when the allegations that there may have been misconduct on the part of the Reed Group surfaced, the approval was withdrawn. With the judge’s ruling this past Monday, while ignoring the judge’s ruling that the case has merit, the Director of Aviation and Braniff Center, LP, feel that they have the opportunity to quickly move and gain approval from the Economic Development Council. If the council approves this request then it will be place on the City Council Agenda.

    They are so confident in the outcome that they have ALREADY placed it on the May 27, 2015, City Council Agenda WITHOUT approval from the Economic Development Council. What we need to do TODAY is, contact ALL of the City Council Members who are connected with the Economic Development Council and let them know that we do not support the revised Braniff Centre, LP (Reed Group) Plan and that we believe that the project should be placed out to solicit bidding from other developers. The project has NEVER been placed out to solicit competitive bids. If you remember, the Director of Aviation claimed that since it was a “lease” that it is necessary to solicit other bids. Interesting rhetoric, but this is by far more than just a simple lease but a major restoration and preservation of a building that has been determined to be eligible for listing in the National Register of Historic Places.

    If we can join together and write these Council Members today, we have the possibility of stopping this from gaining approval tomorrow at the Economic Development Council Meeting. If we are successful at achieving that, then the plan will not move to the City Council the following week. Below is a link to the City Council Agenda for May 27, 2015, a letter from Steve Birch, Director of Flying Crown Land Group, a Non Profit historic building restoration entity, and a letter from Mr. Birch to the City Council Members.

    At the end of this rather lengthy update, there is a statement that you can use when emailing the City Council Members. I cannot emphasize enough of the importance of emailing the members TODAY so they will have this before they go into the Eco Dev Meeting tomorrow morning. As you know, this one in many of the bumps we have taken and will endure along the long seven year battle to restore this amazing Braniff building. If we are unsuccessful in blocking the approval of the plan at tomorrow’s meeting we will need to mount a similar campaign later this week for the City Council Member once again and then show up in force at the Council Meeting!

    We have been victorious throughout this seven year long battle and we can win once again.

    Attached is the notice of hearing at Monday’s Economic Development Council along with the latest Braniff Centre (Reed Group) Plan.

    Dear Braniff Family:

    As you know, Flying Crown Land Group has continued its efforts to protect the historical integrity and spirit of the Braniff Operations and Maintenance Base at Dallas Love Field. It continues to be a full-time job. This has included filing a Federal Lawsuit against Randall Reed for representing our plan as his to the Department of Aviation. A letter alerting him of our intent was sent in January and the suit filed in April.

    In what can only be described as an attempt to railroad a revised proposal for the site through the City Council, a “new” plan was submitted for consideration at Monday’s Economic Development meeting. Notice of this meeting and accompanying documents were only released yesterday. It adds a car dealership to the site and ignores all the careful design considerations we presented in the September 2013 plan. The latest proposal also reduces the renovation expense on the building from $92MM to just $41MM. We are steadfast in our belief that the reduced amount will result in a poor result for the Braniff Family and community.

    The continued lack of transparency regarding this process and failure to involve the community in the discussion about the Braniff OMB is inexcusable. Since the Department of Aviation insists on attempting to pass the land lease prior to the new Council being sworn in next month, the latest proposal is hasty and lacks any specific details. In their attempt to place it on the May 27th Council Agenda, the details of the lease are missing from the record. An obvious ploy to avoid criticism by not providing the information to the public in advance of the meeting.

    I realize this is short notice, but we could really use your help in making sure they hear your voice. While the Economic Development Committee does not allow any public comment, sending an email or calling the members of the committee prior to Monday at 10AM could help. Please indicate to them that you are AGAINST the current Braniff 7701 proposal by Reed. Below is the contact information for the members of the Economic Development Committee:

    Here is Steve Birch’s letter to the City Council Members outlining the multiple problem with the Braniff Centre (Reed Group) Plan:

    Council Members Griggs, Callahan, and Medrano:

    We became aware yesterday that the Department of Aviation has added an agenda item to the Monday Economic Development Committee Meeting to gain approval for a revised plan replacing the copyrighted Flying Crown Land Group plan proposed in January. The addition of this agenda item (and its companion on the May 27th Council Agenda) presents numerous concerns and lacks proper vetting. We ask that you review the following points below and deny the item, as it does not represent a transparent process, lacks any benefit to the citizens of Dallas, and does not take into account the highest and best use of the property.

    Plan Deficiency Reasons:
    1) Latest proposal does not include any detail on usage or a site plan
    2) Consulting parties were not informed and no approval sought from FAA or Texas Historical Commission for proposed changes
    3) Sufficient community input has not occurred (neighborhood groups, Love Field Pilots Association, other Love Field tenants, etc.)
    4) Includes a Lincoln dealer and loss of garage parking for the site raising significant congestion and community parking concerns
    5) Highest and best use of the allocated space not achieved
    6) Change from 1,200 jobs in previous plan to approximately 1,100
    7) Significant decrease in “retail” due to dealership means fewer jobs for those who need it (food service and other hourly positions)
    8) Job types and payroll not defined
    Economic Reasons:
    1) New proposal reduces the investment from $35MM in 36 months to $17MM
    2) Total lifetime investment drops from $55MM to $41MM
    3) Proposed “rent abatement” remains at $11.5MM despite significant reduction in overall investment
    4) Ad-valorem tax figures questionable due to building assets remaining as City property (non-taxable value)
    5) Sales tax revenue supporting information missing
    6) Office tower reduced by at least one story, effectively reducing the economic impact generated from BPP and job creation
    Historic Reasons:
    1) Renovation costs of $17MM in the main structure does not adequately renovate building to acceptable standards vs. the $42.2MM previously proposed
    2) Plan does not apply for Federal Historic Tax Credits which ensures the building is renovated to National Park Service standards
    3) Accompanying structures (ie. dealership) is significantly taller than previous plan and detracts from the scale of the site
    4) Overall site is compromised in design to detract from the historic structure, effectively changing the context (a violation of NPS standards)
    5) Change from original plan will trigger a new Section 106 which took two years to complete for the current plan
    Legal Reasons:
    1) Proposed land lease is not included in the Council Agenda for May 27th and inclusion in addendum does not provide adequate time for public inspection
    2) A cease and desist letter was sent to Reed January 27, 2015 and previously DoA proposed and approved plan was suddenly changed per slide 8
    3) Federal suit was filed April 23, 2015 as Case 3:2015-cv-01225-M
    4) Motion for Injunctive Relief was denied May 12, 2015
    5) Suit is still pending

    We are gravely concerned with the manner in which the new plan is being proposed in haste as evidenced by the lack of inclusion of the land lease in the posted Council agenda. The timing is also suspect in the seating of the new Council in one month. A delay would not be detrimental to the citizens and would allow time for the community to hear the revised plan prior to approval of a blank check by the Economic Development Committee.     Good work again on your letters to Dallas City Council! It again made an impact. The Economic Development committee did not discuss it this meeting, however, delayed the discussion until June 15 meeting. We will have to do another email campaign before that meeting. Will post again when I get info and we will write again over the weekend before that meeting. THANKS FOR CARING ABOUT 7701!
